Yup, Ben V said it best, it was worse with the Young Guns because it felt so hopeless. The Flames didn't have a chance at high priced free agents (without even more of an overpay). They were at such a talent deficit it never felt like the would make the playoffs. I don't think anyone thought they had a chance even at the start of the 2004 year. Sutter and Kipper turned things around.
2023 sucked pretty hard as well, but the Flames took a stab at resetting after Johnny/Chucky and it didn't work. I understood why they tried, but in the end it wasn't likely to work, and it didn't. The hard part is just starting now.

and with expansion through the late 90s the Flames were bad but there were always teams destined to be worse so top picks never really materialized
