Why does it matter? The vast majority of the high priced season tickets are owned by corporations and they will retain them regardless. Then there are a chunk of them owned by hardcore fans that will stick through the rebuild, and even be excited to watch the young guys play and grow. Sure there will be a few thousand empty seats most games, but what does it matter? The ownership group already includes two billionaires who don't need any more money, and they're also getting a billion dollar stadium upgrade for close to free. So who cares if they lose a few million on unsold seats. They're unlikely to be spending to the cap anyway, so they might actually make more money in the next few years despite the empty seats.
If they were really smart, they'd give away the seats in the entire upper loge to school kids and try to get some new Flames fans in place to buy tickets in the future when the team might actually be good.
