If you have the top 9 guys in order on your list of how you would take them then it should not matter who takes what player at which place you just scratch the names off until the top guy remaining is who you pick.

The list is set in that they have their targets at 9.
But every team usually tries to identify the other teams targets ahead of them, knowing it wont be 100% perfect but assumptions are made.
If one of the teams goes completely off the board 1-8 you need to adapt and potentially pivot if a guy who you thought would go in the top 5 is all of a sudden available.
At least this is how I interpret it.
Example:
Flames have 5 for 9th: (GUESSING) - Iginla, Catton, Lindstrom, Buium, Parekh - guys they think could be there at 9.
Draft starts - 4 or 5 of these guys go in the top say 6 and Demidov slips.
Flames adjust and try and swing to land him.
