Most prospect services are saying that there's a ledge of comparable players running from 2 to around 12 or 13. Trading from 14 to 11 got San Jose into the upper ledge.
That should be more expensive than moving up five picks in the top 10.
Edit: Although maybe the "consensus" ledge is at 15 according to this (which kind of kills my logic):
