There's definitely a case for it being the best and for sure it's among the top, and that alone is an accomplishment for this show.

I had trouble and your right, the emotional weight of the Ashoka Maul fight was huge.

First of all because Maul was the key to the revenge of the sith, and Ashoka could have stopped it, and initially said she would help. But her blind spot was her love for Anakin, and she couldn't get past that.

But the ending, when Maul was hanging in air screaming "Let me die", because he knew what was coming and we all knew that at that moment Sidious couldn't be stopped.

I always wondered why he didn't just flat out tell Ahsoka that his Master was the Supreme Chancellor, and would she have listened?

I didn't put the Anakin versus Obi-wan fights 1 and 2 in, because as mush as I liked the ROTS duel, it didn't have the same physical impact and at times came across as too choreographed. The Vader verus Obi-wan duel was really really good, but I was taken out of it a bit when Obi-Wan basically threw a mountain at Vader. I know it was supposed to show that Obi had accepted his place in the force and in this story, but it was a bit of force power over kill.
