Weber is not at all surprising:

He logged massive minutes every night for over a decade as a top two-way dman in the league
Three-time Norris runner-up with two other 4th place finishes and a couple finishes in the 5-10 range
4x AST finishes
Good playoff performer, including being the Habs #1 dman in their 2020-21 cinderella run
Won everything there is to win internationally - Olympics, WJC, World Cup, and World Championships
Kept his public persona clean and uncontroversial

Maybe he flew under the radar to some people, but his resume is really impressive. It was only a matter of time before he was going to be inducted.
