On the claims that Toronto St Paul is akin to the Liberals imprenetrable fortress of solitude, I'm not sure that's the only conclusion. It was the same MP for the last 9 terms (prior to that we are back to the 80s, but it generally alternated back then and earlier). That's a bit different than having 4 or 5 different MPs win in the same spot. And there's always a self-fulfilling prophecy thing where once other parties recognize it as a difficult incumbent to unseat, they don't direct (m)any resources that way.
It was certainly fair to call it a liberal stronghold, but this also isn't really that shocking
