From my sources from a couple months back, Flames wanted to get some tangible things for timelines announced with the City and our there for public consumption before end of June.
That would get the Flames some good PR in the hockey world at the draft, and build some excitement that the new building actually is a go, and of course feather in to the future of the Flames looking positive for draft and UFA chatter...the hockey world eyes go away after mid July so the announcement has less impact.
But as mentioned above, the watermain thing is taking the city's time and dedication, and, the extended Finals may have changed that plan timing of announcements...we will see.
