Is any coach good enough to make a power play good when there are no good scorers on the team?

The Flames' power play was bottom of the league the first half of the year. Once they added Kuzmenko, it improved tremendously. Talent level matters. If it didn't, teams would hire nothing but minimum-salary scrubs and spend most of their money on coaches.
