Hard to say if it's growing unrest as such, but ISIS activating in Russia is bad news for basically everyone, including Putin.
This is bad for his strongman image, and it shows the weakness of Russias internal security.
It also of course hints that if Kremlins central authority would collapse, it would likely be very ugly in a lot of places
