I don't believe that is a fact. It was speculated (Frank) that he was in Players' Assistance but that was already well into the season. One article I noticed said "Kylington sat all year on IR and was never formally announced to be placed in the NHLPA Player Assistance Program." The stated reason at the beginning of that season was that he was on leave for a "family situation" (or something like that.)
So, my two cents, there was nothing that prevented the Flames from requiring him to attend camp and, if not attending, take action with the league regarding his contract. Instead, they chose to accept the reason for his absence and support him throughout, regardless of whether or when Kylington chose to avail himself of the Players' Assistance Program.
