Yes in the facts of what transpired they absolutely had to pay him. Your imaginary scenarios of Kylington not showing up to camp after Flames not agreeing didn't happen so not worth thinking about.
Flames agreed and did not have a choice to not pay him. They deserve credit from you for allowing him to get better at home and treating him like a human.
And your tolling comment is wrong. The Flames can't petition the league to toll his contract. They need to agree with Kylington mutually and then the league decides if they'll allow it.
