I would bet they are planning to be a playoff team the year they have Vegas pick. Edmonton, Vancouver and LA should still be good; Anaheim and San Jose are trending up. Vegas might be getting old, Pieterangelo will be 36, Eichel will be about 30 and playing with neck surgery Stone's back won't be getting any better and Vegas won't have as may picks to trade to get rid of the bad contracts.
