I'm pretty sure I've been to restaurants before where tap water wasn't really an option (Double Zero Pizza comes to mind but its been ages so I may be mistaken).

Perhaps, but I think the whole process of having cold water readily available is probably somewhat wasteful (a bunch of carafes that will need washing at some point, a bunch of ice, a bunch of water that goes unconsumed on the table at the end of a meal, extra glasses used, etc). A resto could probably tweak it to figure it out for the present circumstance, but one could argue that's asking a little much for a non-revenue item
