I’d assume you’d line the old concrete pipe with the steal piece and grout it into place. You’d extend past the defective area far enough.
From an internal pressure point of view the thing only needs to be around 3/8” thick I think. But it would need the concrete to give it strength from external loads. Can failed PCCP still handle external loads?

This is neat and discusses some of the options and has notes from SAN Diego on how they do it. It sounds like they have done a little of everything but it notes when PCCP is taken out of the ground it’s replaced with steel.
