You can see in my pictures I built a raised base, about 16" I think so I could get it high enough to feed uphill. The second one I also built a base of 4x4's I had lying around, just to raise it a bit for getting the last bit out, but a base isn't necessary. You obviously want it mostly level so it drains.
They don't weigh that much, 2 of us lifted it over a 4 foot chainlink fence no problem at all. if you look up an IBC Tote you can get the dimensions and probably a rough weight. The base I built was 47"x39". Well, initially 47x37 because my memory sucks! Measure 6 times, cut once, still get it wrong. CRS(Can't Remember S**t) Construction, at your service.
