Current tech means you drain water to inspect or dig it up. Either likely wouldn't be considered on something at 50% of its life and importance of use. They started using acoustic monitoring in the last year, probably thinking they'd get in place early to start listening for broken wires. However, that is unfortunately proven to not be the case, and acoustic monitoring doesn't give a baseline of the # of current broken wires.
I don't blame the city any one bit. We should be making sure PCCP though is never used in pressure pipe again. It is essentially a composite and as the sub incident proved, there are a lot of unknowns still, especially in the 40's when this "tech" was introduced.
