It's likely a PCCP pipe with a PVC or HDPE internal coating. The wires surround the concrete inner core adding the prestress then covered with a mortar outer layer. Tons of failure paths that can lead to damaging the wires and resulting in breakage. If you look up PCCP failure in Google, you see some very familiar photos.
The acoustic monitoring they mention is likely from Pure Technologies. Have worked with them in the past, very cool stuff they do.

This is probably the robot being used to look at the other 1.6km of pipe near the breakage. With it wide open, great time to get it in there.
