Is this a post tension concrete construction situation? I remember reading about post tension issues with buildings in Calgary and how some insurance companies wouldn't provide insurance and realtors were telling people to stay away from purchasing in buildings with that method. In those situations, if moisture got into the concrete it could lead to deterioration and snapping of cables.
