It would be like an engineer on a carrier modifying the reactor, if you wanted to to that you'd have to go through the bureaucracy, they'd test it for years, right up if it was successful, then do the modification in a limited fashion and shake it down to make sure the fracking reactor doesn't explode in mid oscillation.
