From my understanding it all depends on if the contingency supply in your area still has a supply or not. The city has many stores across different neighbourhoods that contain a supply that can last a day or two which we are putting more into if we can. From what I heard this morning they noticed that these stores decreased more than expected last night. But for water usage across the city yes a 2AM shower would have a much higher chance to be less strain on the system than one at 10AM. But just know that if you don't take the shower that water would be put into the contingency supply.
