About a decade or so ago, the City was running into a water shortage. The one plant was down for maintenance and upgrades and the other plant was producing less drinking water because the intake water had high turbidity and was taking twice as long to process. When outdoor water restrictions and voluntarily reduction requests were not enough, the City made a deal with the Coca-Cola bottling plant to reduce the amount of Dasani bottled water they produced from City water. This deal, as I remember it, put the water system back into the safe zone. I imagine they will make deals like that again if required.
