Its $15 to 20K per house to pay for a certified by the city plumber to change your water source attached to the mainline (on city property to your property). I was looking at upgrading my line to a 1 inch line. Then you would need to twin every single water line in the city, rip up every road, etc. to run the "untreated line". That, PLUS needing to retrofit every single house with dual plumbing based on lines makes it even more cost prohibitive.
