Even that 230L/day figure above seems ridiculously high compared to any usage I would approach. The typical shower is ~50L, dishes ~13L, laundry ~50L, handwashing ~10L. Even if you assume you're doing the laundry everyday in addition to the shower, handwashing and dishes, you aren't even hitting anywhere near that number.
A lot of people must be beyond reckless with water consumption and are simply ignorant to water usage. If that is the case you are certainly not reaching them during a time like this anyway.
