Even that 230L/day figure above seems ridiculously high compared to any usage I would approach. The typical shower is ~50L, dishes ~13L, laundry ~50L, handwashing ~10L. Even if you assume you're doing the laundry everyday in addition to the shower, handwashing and dishes, you aren't even hitting anywhere near that number.
A lot of people must be beyond reckless with water consumption and are simply ignorant to water usage. If that is the case you are certainly not reaching them during a time like this anyway.

Is that overall water usage in Calgary divided by the population? In other words it would include industrial use?
Regardless there are lots of other ways we use water. Toilets are a big one, think of every time you flush. Cooking and food prep uses some too. It does add up.
