My theory is

Carrie Ann Moss is the Sith. When she says something to Mae along the lines of, "It's you!" when her mask is pulled down during their fight at the tavern - that was the clue for me.

Moss is a huge name and she was in all the marketing and teasers. I'd be shocked if she were relegated to flashbacks.
