The only real way to get action now is to assume the dog has been abandoned outside and call to say you're concerned the poor pupper is scared, hungry and has no shelter...maybe the owners went out of town unexpectedly and left the dog or maybe it's somebody's lost dog that got trapped in a yard accidentally? It's ridiculous, but if you call out of fake concern for the barking banshee they'll send somebody over right away. If you call for concern about your own sanity and the illegality of the dog barking they dgaf.

Well i'm 99% sure they think we called bylaw on them anyway. He was working away in the garage building something and they seem to be locked away in the basement now as I can still hear them barking but faintly. Getting dirty looks from them and no more small talk. My wife did thank the facebook post about calling bylaw so I assume that is what did it, lol.
