As a veteran of calling bylaw on dogs I have bad news for you: bylaw won't do jack squat.

I've even done the 30-day journal of times of day of barking and stuff. Goes nowhere.

The only real way to get action now is to assume the dog has been abandoned outside and call to say you're concerned the poor pupper is scared, hungry and has no shelter...maybe the owners went out of town unexpectedly and left the dog or maybe it's somebody's lost dog that got trapped in a yard accidentally? It's ridiculous, but if you call out of fake concern for the barking banshee they'll send somebody over right away. If you call for concern about your own sanity and the illegality of the dog barking they dgaf.
