Already, without Leon's pay bump, they're spending 68% of the cap ($56.75 million) on 35% of the roster (8 players, including Campbell, who isn't actually playing). None of those players will be UFA after next season either.
Even if both stay, how are they going to ice a competitive roster after paying ~26 million for 2 players??

They need to win this year or next year. After that, the team will need to be dismantled.
I think even the McDavid and Draisaitl know they have effectively played their window with one hand tied behind their backs due to salary cap issues and bad contracts.

Between Campbell, Neal buyout, cap overage due to bonuses, they have effectively given themselves a 10M cap disadvantage for next year alone. They have limited picks and haven't developed much in the last 5 years so what is there is what they have to work with. Draisaitl will be 30 when he is on his new UFA contract. The rest of the roster is also on the wrong side of 30. I don't think you have to be a genius to figure out that what they have is what they are. Their runway is almost up.

If Draisaitl stays, it will be more about the money and less about winning. He will probably be talking to Conner this off season and have a inkling of what Conner will do. Which means we will get a whole season of media asking about the contract and Pissy responding like he does. The Oilers will probably complain to the NHL that to many media are asking about the contract.
