I think the easy answer is that the ICC only hears a case where either the offense was committed in a country that is a signatory or if the perpetrator's country of origin is a signatory.
The state of Palestine is a signatory so the ICC will investigate crimes that are committed there.
Neither Lebanon or Iran or Israel are signatories, so all of those conflicts are outside of the purview of the ICC.
