Probably comes down to just that - Flames weren't offering a promotion.
Also entirely possible that Yzerman convinced Tanguay to stay. Forcing professionals at this level to stay where they are when they want to be elsewhere isn't good business - so I imagine it was more complicated than just Detroit saying NO! and Tanguay putting his head down and working.
If Tanguay really wanted to be here over Detroit, I'd expect Yzerman would have let him leave.
