IMO it should have looked something like this:
Zadorov gets a fine - third man in, after the whistle
McDavid gets a fine - two handed chop, after the whistle
Soucy gets a game - unintentional, but it's a stick the face and you have to control your stick
Hyman gets a game - intentional stick to the face and you have to control your stick
That sends a clear message to both teams that the after whistle stuff won't be tolerated and you shouldn't be hitting people in the face with your stick. Instead one team got the message and the other team can do as they please.

I'd rate the culpability of each player like this:
Hyman > Zadorov > McDavid > Soucy
Hyman's shot was clearly the worst. The only purposeful blow to the head that occurred. Zadorov is 3rd man in with a blow to the back. Zadorov was pretty bad, but not as bas as Hyman.
Soucy was attempting to hit the chest, but McDavid falls into his stick. Not intentional. Somehow he's the only one with a suspension. Absolutely crazy.
