No, it wasn't in reference to your comment; it was in reference to general kvetching I hear in real life.
Based on that kvetching, it seems to me that most people think that it
doesn't "all go up and down with consumption"; that it really does not matter how much energy they consume, because the delivery charges are just... arbitrary.
