I think so much depends upon the O-Line and running game for a young QB that teams may give up on good QBs. I see them as kind of like goalies. There are many positions that players need to mature into and just because a QB at ages 21 -24 hasn't lit up the league doesn't mean he can't be a great QB. Rich Gannon springs to mind.

Steve Young, Trent Green, Doug Flutie to name just a few others. And look at the Hall of Fame QB's that struggled early in their carriers. Johnny Unitas, Len Dawson, Terry Bradshaw, & Roger Staubach. It makes me wonder why no teams would take a chance on a David Carr or a Joey Harrington or even a Tim Couch. Did any of these young QB's ever have a decent O-line? Did any of them have a running game? It all makes a differance.
