I mean the coalition is kind of believable given what triggered it. It is explicitly stated in the movie though as a passing comment..

It mentions the president suspending the constitution to take a 3rd term in office. Seems like both CA and TX would be involved in not being ok with that. But it's mentioned almost as an off hand remark, I don't think they focused on it or drew extra attention to it if I remember.
