The community should have zero input. We should have clear laws that state what you can do with certain land uses, no matter if you live in a community full of retired lawyers that can spend all their time and money advocating for their self interests or not.
Luckily, we already have this. And permitting takes into account noise and fumes generated, as well as parking demand:
