And of course, they are going to make sure it extends into education, research, etc. while they're at it. They same way they took a fear of trans people among their base, and didn't just attack them, and now kids won't be able to get simple sex ed in school unless they are opted in.
Each step backwards always contains some other bits that don't grab the headlines as much, but still cause a lot of damage.

I think that is classic Danielle Smith. Most of her policies have an attention-grabbing piece, often a strawman/exageration that gets her base all riled up and even a lot of moderates thinking there's a problem that needs to be fixed (gender reassignment surgeries for kids, turning your community into an apartment block) and then all this insidious stuff behind it.
