Seven years out of ten, their pick was NOT in the 11-15 range you mentioned. And in one of the other three, the team made the playoffs and won a round.

Dude, what are you even on about? You literally just proved the point, which is that we either lose in the first round and draft outside the top 15 or we don't make the playoffs at all and draft 11-15 (except for two seasons).
You know what happened in the two seasons we drafted in the top 10? We got Sam Bennett and Matthew Tkachuk. If you go back one more year to 2013, we drafted 6th and got Sean Monahan.
So...
Drafting top 10 = good.
Missing the playoffs and drafing outside the top 10 = not as good.
Losing in the first round and drafting outside the top 15 = bad.
