Because having a politician recalled every time small group of people is unhappy (and 70 000/ 1.2 million is small) makes sense. There will always be a small group unhappy with a policy or tax rate or whatever. We would constantly be voting in by-elections.
If you don't like the direction a politician is going, you vote them out at the next election. You don't constantly switch them up every time they do something you don't like.

The recall figures might be based on the last election, but the actual population is even higher than that now. Calgary proper was at 1.389M people this time last year and there's at least 33k more people that have moved here since then based on GoA figures.
