Because having a politician recalled every time small group of people is unhappy (and 70 000/ 1.2 million is small) makes sense. There will always be a small group unhappy with a policy or tax rate or whatever. We would constantly be voting in by-elections.
If you don't like the direction a politician is going, you vote them out at the next election. You don't constantly switch them up every time they do something you don't like.
