This is an awful comparison but let's play your game for the sake of it.

If hockey is like driving, fighting is like driving drunk. It's not necessary for the function of the act it itself (hockey/driving) and adds unnecessary additional risk for little reward.

So we do not need to ban driving or ban hockey altogether.
But rules are in place to be each as safe as reasonably possible. The NHL is currently doing less than driving laws to protect it's fighters, and they could actually learn a thing or 2 from driving laws to implement better safety measures.

Driving is one of the most regulated things we do for safety reasons, even car manufacturing has high regulations, before the car's even on the road. Then there's speed laws, tire laws, seat belt laws, distracted driving laws, driving under the influence laws...
So this comparable isn't making the point for unregulated risk you think it is.
