You see that fairly frequently from other countries. They have software engineering backgrounds or something and then decide to pursue their dreams of opening up an Italian restaurant in Canada with zero cooking experience and shut down. Get the PR and then move on. A cheap way to land into Canada and bypass some of the immigration wait times.

That is bizarre and a lot of effort for that purpose.
