Others have mentioned that there probably won't be any compliance buyouts in the next CBA negotiations and I agree. I just wanted to point out the highlighted part.

It is actually the opposite. Since the buyouts don't count as part of the cap but still counts towards HRR, it actually takes money away from the other players.
