There is no reason to believe that the 2024 1st (unconditional) was ever on the table for the Flames.
I bet the offer was Holtz and the 2025 1st round pick (with conditions that could push it out to 2026), which depending on how you value Holtz, really isn't that good an offer.
I think we need to get over this idea that the Devils made this great offer and the Flames rejected it. If it was a really good offer, the Flames would have taken it. As for the going to Markstrom to waive, at some point, the Flames and Devils were going to have to check with him on the possibility of waiving. The fact they went to him does not mean the offer was ever close to what the Flames wanted. Something was probably lost in the communication between Conroy -> Agent -> Markstrom which led Markstrom to believe a deal was close.
