That's not a flaw, that's the intention. The whole point of the exercise is to assess scouting and development staffs by removing a variable that they had no control over: the number of picks they had to work with.
If you think you can blame the Flames' scouts because GMs kept trading away draft picks, fill your boots – but you will be dead wrong.
