I'm not sure about legal wrongdoing, but signing a petition to get someone out of office who votes opposite of your wishes has to at least be seen by a reasonable electorate as morally wrong and only done by a person with the lowest of integrity(can that go negative?).
If you are looknig for technical weasel words that allow him to do this without punishment, well, seeing how he is still in office given all he has and has not done, I can't imagine their is specific wording for this. Particularly given how new the legislation is. So he'll probably get away with it, an further undermine our electoral system.
