Yeah that's what it means. (I think Finnish media might even be required to mention that.)
Rönni has to decide if he wants to appeal. If he doesn't, the sentence becomes binding. If he does appeal, the sentence becomes binding only after the appeal is resolved.
Standard legal procedure.
