My guess, with zero evidence whatsoever, is that Tampa knew that Hanifin was really only interested in signing with Tampa Bay through Hanifin's agent. Hanifin probably had a set of teams he'd sign with, but those teams either didn't have the money to do it or weren't interested in signing him (Hanifin alludes to this in that article). As a result, Tampa felt that they could squeeze Calgary with a lower trade offer than they would have given if say, Boston had money and desire and were also in the mix. Tampa gambled and Tampa lost. Losers!
Edit - Conroy took the best deal that was there. He didn't trade Hanifin to Vegas to spite him or anyone because he isn't a small, spiteful man. Also just my guess, but I think I'm right on this one!
