Because the London Underground is readily identifiable, and isn't it a municipal department? If it was a private corporate identity I could agree with you, but since it is a famous municipal symbol it would seem to me to do a great job of representing the olympics in London.
What about if they took the olympic rings and made the red one into an Underground logo?
I just thin you want something that is representative of the culture in the symbol without overpowering the viewer or making the message ambiguous.
