The only thing that gives me pause is the return was reportedly good enough for Conroy but maybe not upper management.

And really it depends:

Holtz + 2nd > not enough
Holtz + 1st > feels fair but a bit light if it's 50% retention
Mercer > good singular piece fair without retention but not sure 1:1 is fair with retention
Mercer + 2nd > feels fair depending on retention amount
Mercer + 1st > an overpay and probably what the Flames are looking for to move him now.
